NIE for European Union citizens: when do you need it?
If you are a citizen of a European Union country and need to carry out procedures in Spain, it is very likely that at some point you may need an NIE (Foreigner Identity Number).
The NIE is a personal and unique number used to identify foreign nationals before the Spanish authorities when they have economic, professional, social or administrative interests in Spain.
Being an EU citizen does not mean that you will never need an NIE. In many situations, this number may be required to complete certain procedures.
When might an EU citizen need an NIE?
An EU citizen may need an NIE when they begin to have administrative, professional or economic dealings connected with Spain.
For example, it may be required to:
- start a professional or business activity;
- work or carry out certain economic activities;
- buy or sell a property;
- complete certain banking procedures;
- carry out tax-related procedures;
- formalise certain contracts;

Whether an NIE is needed will always depend on the person’s individual circumstances and the procedure they wish to carry out.
Does having an NIE mean that you are resident in Spain?
No.
This is one of the most common points of confusion.
The NIE is an identification number. By itself, it does not prove that a person is legally resident in Spain and it is not a residence permit.
Therefore, a French, Italian, German, Belgian or other EU citizen may have an NIE without necessarily being resident in Spain.
Are the NIE and the EU Citizen Registration Certificate the same thing?
No.
They are different concepts.
The NIE is the number used to identify a foreign national.
The EU Citizen Registration Certificate is related to registration as a resident in Spain when this procedure is required.
For this reason, it is important to determine whether a person simply needs an NIE for a specific procedure or whether, because of their circumstances and the length of their stay in Spain, they also need to complete a residence-related procedure.
What if I only come to Spain for a limited period?
Not every stay in Spain involves the same procedures.
For short stays, EU citizens are not subject to the same registration requirements as people who establish their residence in Spain.
However, even if you are not resident, you may still need an NIE if you have to carry out an economic, professional or administrative transaction that requires this number.
I am French, German, Italian or from another EU country. Do I need an NIE?
European nationality alone does not determine whether or not you need an NIE.
What matters is what you intend to do in Spain.
A person may need an NIE to start a professional activity, buy a property, complete certain administrative procedures or for other reasons connected with Spain.
Each situation should therefore be considered individually.
